Disability Parking in Louisiana:
Everything You Need to Know

• Louisiana Disability Parking Laws

  • Qualifying conditions include mobility impairments that severely limit walking ability. A licensed physician must determine that the individual has a permanent or temporary condition that substantially impairs their mobility.
  • A licensed physician must certify your condition on Form DPSMV 1966 (Physician's Certification of Mobility Impairment).
  • Permanent hang tags are valid for 4 years and no recertification is required upon renewal.
  • Temporary hang tags are valid for 6 months from the date of issuance and require recertification to renew.
  • Only one renewal is allowed for temporary impairments.
  • The hang tag must be displayed clearly when parked in a designated space.

  • It's illegal to lend your hang tag to others or use someone else's permit. Violations can result in fines ranging from $100 to $500 for a first offense, with increased penalties for repeat violations.
  • Applications must be submitted to your local Louisiana Office of Motor Vehicles (OMV).

• Documents You’ll Need

  To apply for, replace, or renew a Louisiana disability parking hang tag, here's what you need:

  New Permanent or Temporary Hang Tag

  To apply for a new disability parking hang tag in Louisiana, you'll need:

  • Form DPSMV 1966 (Physician's Certification of Mobility Impairment), completed and signed by a licensed physician
  • A valid Louisiana driver's license or state-issued ID card

  Disabled Veteran Exemption

  Disabled veterans who cannot come to a Motor Vehicle Office may qualify with alternative documentation:

  • Proof of a special disabled veteran license plate or an affidavit from the Veteran Affairs Office and a separate medical examiner's statement indicating the disabled veteran is unable to come to the office (This can replace in-person appearance for Form DPSMV 1966.)

  If applying through a telehealth service, you can get your evaluation done completely online. You'll receive:

  • A signed medical certification (Form DPSMV 1966) delivered to you via email within 24-48 hours, ready for OMV submission

  Lost or Stolen Hang Tag Replacement

  If your hang tag is lost or stolen, you'll need to provide:

  • A statement attesting to the loss, destruction, or mutilation
  • Required identification (if you have a Louisiana ID/license with photo and SSN on file, no additional ID required)

  Note:

  If the mobility impaired person cannot visit the OMV office in person, a representative can apply on their behalf with Form DPSMV 1966, a color photograph, required identification, and must know pertinent information about the applicant.

• Permanent Placards

  • Expire every 4 years on a set date determined at issuance.
  • Renewal requires your current hang tag and mobility impaired identification card; no new medical certification needed.
  • Renew at any local Office of Motor Vehicles.

  Temporary Hang Tags

  • Valid for 6 months from issuance; if mobility issues persist, only one renewal is allowed for temporary impairments with recertification required.

  Replacing a Lost, Stolen, or Damaged Hang Tag

  • Submit a statement attesting to the loss, destruction, or mutilation to your local Office of Motor Vehicles.
  • If you have a Louisiana ID/license with photo and SSN on file, no additional identification required.
  • A new hang tag will be issued for the same duration as the original hang tag.
